Manipur Election Results: CM Ibobi Singh's Gamble Didn't Pay Off

Manohar Parrikar on Sunday resigned as Union Defence Minister of India.

The BJP was set to form its first government in Manipur, headed by Nongthombam Biren Singh, a former minister who quit the Congress previous year, even as Chief Minister Okram Ibobi Singh tendered his resignation tonight.

The results announced on Saturday showed the Congress with 17 members in the 40-member legislative assembly, followed by the BJP with 13, the Maharashtra Gomantak Party with three, the Goa Forward Party with three, the Nationalist Congress Party with one, and three independents.

It also asked the Congress party that why they did not approach the Governor of Goa over government formation.

Congress leaders spoke in varied voices following the election verdict in five states, with some hinting at deep introspection and "decision" by Rahul Gandhi about his role, and others talking of fixing responsibility at the level of senior leaders.

In Manipur, the BJP, which got 21 seats, has staked claim to form the government. "You haven't demonstrated before the Governor that number is in your favour", Court said. But the BJP has staked its claim to form the government with the support of other parties.

Goa Governor Mridula Sinha administered the oath of office to Parrikar at the Raj Bhavan here.

Like Goa, the BJP finished as the second largest party in Manipur Assembly polls, winning 21 of the 60 seats as against Congress' 28.

"Singhvi insisted on the floor test immediately on Tuesday or on Wednesday staying the swearing-in of Parrikar, but the Court disagreed to interfere in the Governor's decision to invite Parrikar to take oath and ordered the floor test on March 16 only after the 'formalities"' of constituting the new House are completed by the Election Commission. "Our political opponents (BJP), despite losing the mandate of the people, have tried to misrepresent to your good-self that they enjoy the majority support of legislators". The BJP's claim should have been considered only if the Congress pleaded inability or failed the floor test.

Note: Manipur and Goa have been marked in red because at the time of writing, no party was in a position to form the government.

"You can not have an order behind his back", the judges said, adding that the Congress party had not based its pleadings with hard evidence on the number of legislators supporting it. The post of home minister would likely go to NPP leader Yumnam Joykumar, the sources said. The Congress emerged as the single largest party in the two states but it is the BJP which moved fast in its bid to form governments, helped by the governors.
